Ray Carter was a Captain in the Los Santos Police Department. He was appointed to the LSPD in September 2017, and again in November 2017. As an Officer, Ray worked in the Patrol Division. Upon being promoted to Corporal, Ray was handpicked for FTO. He managed his time by prioritising interviews and training in groups. Upon his promotion to Sergeant, Ray was given the task of reviewing the application and interview process by designing a new application form, creating new requirements, and creating new interview questions to better select candidates. When Leon Stansfield became Chief of Police, Ray was promoted to FTO Lieutenant. He continued to improve FTO by reviewing the training and exam process for promoting Officers as well as reorganising the recruitment process to be more productive and ensuring those hired as Cadets passed training first. Ray was later promoted to Captain to oversee FTO, and Internal Affairs. He split time between hiring better Officers, and reviewing current Officers for promotions, or dismissal from the LSPD. He later stepped down to Lieutenant and serve as an Adviser to the Chief of Police. However, due to the decline in FTO and the increase in complaints, Ray was transferred back to FTO and restored the Division once again by replacing the Sergeants. After Leon Stansfield retired, and James Conway promoted to Chief of Police, Ray was once again promoted to Captain and continued to lead FTO until a Lieutenant could be promoted. Ray announced his retirement in November 2018, and retired in the following December at the end of James Conway's term.

Ray most likely suffers from a few debilitating mental illnesses in real life and he isn't getting any better. It's why he's always on SAMP trying to live out and manifest the person he wishes to become (also pretty unsavory and that's an understatement) All the views on this wiki page are probably his because he's obsessed with writing, particularly anything that has to do with fueling his fantasies even more. He treats people like human garbage because he doesn't have the capacity to love himself and if a person doesn't do that first there's no hope for them to become better people towards others anyway. Ray has to stop indulging in these obvious and miserable behavioral patterns and start building a life for himself outside of SAMP. But we all know he isn't strong enough to do it and he'll remain in the gutters bossing people around online for the rest of his life because he simply isn't good enough to warrant that kind of clout elsewhere.<gallery>
